Spence Flatgard serves as legal counsel for 3MA and for several of its individual members.   Spence led the drafting of Initiative 65 and as a senior advisor in the successful voter initiative campaign which laid the foundation for the Mississippi Medical Cannabis Act.   He is now actively involved in the regulatory process to implement the program.  For his efforts, he is recognized as Mississippi’s only lawyer included in the Global Top 200 Cannabis Lawyers.

Spence is a partner at Watkins & Eager, PLLC, assisting clients in a wide range of areas related to launching a successful medical marijuana business with more than 125 years of experience as a full-service law firm.   He is named in The Best Lawyers in America for Administrative/Regulatory Law and Government Relations Practice.  Spence previously served as Senator Roger Wicker’s Legislative Director and Governor Haley Barbour’s and Governor Phil Bryant’s State Bond Attorney.  He currently serves as the President of the Board of Trustees of the Mississippi Department of Archives and History and teaches Sunday School at First Presbyterian Church Jackson, Mississippi.
